2/20/86(Rµ4)LEG(Vk) <br />1 <br />RESOLUTION NO. 86-6 <br />A RESOLUTION OF INDIAN RIVER COUNTY. <br />FLORIDA REQUESTING ACTION BY THE STATE <br />OF FLORIDA TO REDUCE MANATEE DEATHS <br />CAUSED BY BOATS IN THE INDIAN RIVER <br />LAGOON SYSTEM. <br />BE IT RESOLVED by the Board of County Commissioners of <br />S Indian River County that Indian River County requests the State of <br />Florida to take positive steps through legislation or rule adoption <br />60 to reduce and eliminate mortality in the manatee population caused <br />by collisions with boats in the Indian River Lagoon System. <br />BE IT FURTHER RESOLVED that the following policies be <br />considered by the State for adoption: <br />1. Expand "slow" and "idle" speed zone areas to include all <br />areas known to be habitat areas within which this the manatee <br />frequently occurs. <br />2. Expand, to whatever extent is necessary, enforcement of <br />laws designed to protect the manatee from harm. <br />3. Require licensing and education of all powerboat <br />operators. <br />4. Require licensing fees of sufficient amount to fund <br />administrative costs to the State and costs of expanded enforcement <br />requirements. <br />5. Inventory all local manatee habitat areas and then <br />designate only particular areas as greater than idle speed zones. <br />6. Inform and include Indian River County and other local <br />governments when considering any changes in all State rule making <br />regarding manatee protection and boating regulations. <br />The foregoing resolution was offered by Commissioner Lyons <br />and seconded by Commissioner Wodtke and, being put to a vote, <br />the vote was as follows: <br />Chairman Don C.
