LICENSE AGREEMENT FOR SHERIFF'S DEPUTY TO RESIDE AT <br />FAIRGROUNDS SITE <br />The Board reviewed the following memo dated 5/14/96: <br />TO: James E. License Agreement for In River County Sheriff's Deputy to Reside <br />at Fairgrounds Site <br />DATE: May 14, 1996 <br />r_ •10_ <br />Last year, staff expressed the concern that excessive vandalism is occurring at the <br />County Fairgrounds site located at 7900 Kings Highway. The lights in the <br />Agricultural Pavilion were all broken by firearms or projectiles and the fence was <br />damaged in many places. It was suggested that a law enforcement officer be <br />permitted to locate a mobile home on the site in exchange for security <br />patrol/services. For the past year, staff has been seeking a security person to <br />accept this offer. Recently, Deputy Carol Arbitelle expressed a desire to locate her <br />trailer at the Fairgrounds. A license agreement is attached, which provides for <br />Deputy Arbitelle and her family to maintain and use the Fairgrounds site for her <br />mobile home residence. <br />All improvements, except Installation of a septic tank shall be at the cost of <br />Deputy Arbitelle(Grantee). In addition, the Grantee shall carry public liability <br />insurance as approved by the Risk Manager. If the Grantee changes her <br />employment as a Deputy Sheriff, the agreement may be terminated. The deputy <br />agrees to patrol or check the Fairground area "from time to time and arrest any <br />trespassers. <br />ALTERNATIVES AND ANALYSIS <br />Staff is of the opinion that since the Soccer Association has invested over <br />$100,000 In the new Soccer Complex, security is even more desirable. The mobile <br />home will be located in a semi -visible area east of the restroom building. The <br />alternatives are as follows: <br />Alternative No. 1 <br />Approve the License Agreement and authorize the Chairman's <br />signature. <br />Alternative No. 2 <br />Deny approval of the license agreement. <br />- RECOMMENDATIONS AND FUNDING <br />Staff recommends Alternative No. 1 whereby the license agreement is approved. <br />Funding to install a septic will be from Parks Fund 001-210. <br />20 <br />MAY 219 1996 nUOK 98 ,.
