0 <br />CONSENT <br />INDIAN RIVER COUNTY <br />OFFICE OF MANAGEMENT AND BUDGET <br />PURCHASING DIVISION <br />DATE: March 20, 2023 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THROUGH: Michael Zito, Interim County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />FROM: Jennifer Hyde, Purchasing Manager <br />SUBJECT: Final Ranking of Firms and Authorization to Negotiate — RFQ 2023017 <br />WRWWTF Reuse Storage Tank and Pump Station Engineering Consulting <br />Services <br />BACKGROUND: <br />On behalf of the Department of Utilities Services, and in accordance with Section 287.055, Florida <br />Statute (Consultant's Competitive Negotiation Act), statements of qualifications ("SOQs") were <br />requested from qualified engineering firms for design services to facilitate diversion of effluent <br />from its current discharge site (wetland treatment system) and into a tank that can hold at least one <br />day's storage capacity (currently 2 mgd, but estimated to increase to 3 mgd). The effluent will then <br />be distributed from the tank to rapid infiltration basins (RIBS), to reuse, or to the wetland <br />treatment system. <br />DISCUSSION: <br />A selection committee, comprised of Rich Meckes, Water/Wastewater Operations Manager, Mike <br />Loveday, Plant Superintendent, David Messer, Central WWTF Chief Operator, Howard Richards, <br />Utilities Capital Projects Manager, and Harrison Youngblood, Utilities Engineer, independently <br />reviewed, scored, and ranked the received SOQs in accordance with FS 287.055, the RFQ, and the <br />Purchasing Manual. <br />All four submitting firms were invited to participate in discussions, and at the conclusion of the <br />discussions, a final selection committee meeting was held, during which each committee member <br />read his overall ranking of firms, and a final ranking determined. The final ranking established by <br />the committee is: <br />1. Kimley-Horn and Associates, Inc. <br />2. Infrastructure Solution Services, LLC <br />3. Atkins North America, Inc. <br />4. Masteller & Moler, Inc. <br />Staff is prepared to begin negotiations with the top ranked firm and bring the final agreement to <br />the Board at a meeting in the near future. <br />FUNDING: <br />There is no funding required for this item. A future item will be brought to the Board once a final <br />agreement is reached. <br />RECOMMENDATION: <br />Staff recommends the Board approve the Committee's final ranking and authorize negotiations <br />with the top ranked firm in accordance with FS 287.055, and the subsequently ranked firms, <br />should negotiations with the top ranked firm fail. 90 <br />
