Appendix A - Scope of Work <br />Award Number: 8C227 <br />Recipient: Indian River BOCC <br />Award Title: C -8C227: WORKFORCE SKILL DEVELOPMENT <br />Award Period: 01/01/2023 - 09/30/2023 <br />Problem Identification <br />Indian River County has limited options for prisoner reentry services resulting in increased unemployment <br />rates among that portion of our population. Our county is faced with the need to provide programs to provide <br />this population with the skills needed to be able to reenter the workforce and society upon release. Our <br />county does not have the resources to provide the necessary equipment and supplies for a reentry program. <br />This project is new initiative and is designed to reduce recidivism and unemployment rates in our county. <br />Many inmates have lower levels of education, an unsteady employment history, and a lack of vocational skills <br />which can hinder their efforts for finding employment and make a decent wage. Obtaining equipment and <br />supplies for the educational workshop will assist our community and reduce our crime statistics. If these <br />individuals are not provided the resources to reach personal goals during these workshops, they tend to <br />reoffend and are reincarcerated. <br />Currently, the only programs offered are anger management and the option for the inmates to participate in <br />courses to obtain their G.E.D. The agency does not have the supplies/equipment to provide a Workforce Skill <br />Development program to the inmates. We encourage the inmates to seek outside employment resources but <br />they must compete for space and time with other job seekers. Providing the supplies and equipment during <br />incarceration will be beneficial to the inmate and assist the local Career Source seek out the right <br />employment for their success. <br />Scope of Work <br />Indian River County will use JAG funds to purchase necessary equipment and supplies to implement a <br />workforce training project for inmates. We will purchase laptops, a multifunction printer, an interactive board <br />with PC, a mobile rolling cart, conference table, and office chairs with lumbar support for inmates to use <br />during training. We will also purchase non -lethal pens and notebooks for them to use to take notes. <br />The skills taught during Workforce Skill Development will encompass, resume writing, application completion, <br />job search strategies, etc. Our hope is that by obtaining the necessary equipment and supplies to launch a <br />Workforce Skill Development program we can reduce recidivism rates by decreasing unemployment rates <br />within our community. This will also result in improved community safety. <br />Page 4 of 26 <br />
