RESOLUTION NO. 86-52 <br />an indispensable role in allowing communities to rebuild <br />after being stricken by disasters; and, <br />WHEREAS, reduction of available aid will, without <br />question, adversely affect the abilities of local <br />communities to recover from the effects of such disasters; <br />and, <br />WHEREAS, the proposed changes to the Disaster <br />Relief Act of 1974 will become law on October 1, 1986, <br />unless the United States Congress intervenes. <br />NOW, THEREFORE, BE IT RESOLVED that the Board of <br />County Commissioners of Indian River County urges Congress, <br />and specifically United States Senators, the Honorable <br />Lawton Chiles and the Honorable Paula Hawkins, and Indian <br />River County's Representatives in the United States House of <br />Representatives, the Honorable Bill Nelson and the Honorable <br />Tom Lewis, to reject the Federal Emergency Management <br />Agency's proposed amendments to the Disaster Relief Act of <br />1974 and to maintain a system, such as the present system, <br />which will provide worthwhile and meaningful federal <br />assistance to those communities stricken by disasters. <br />The foregoing resolution was offered by <br />Commissioner Lyons -- and seconded by Commissioner <br />Bird , and, being put to a vote, the vote was as <br />follows: <br />Chairman Don C.
