One indicated their <br />workload would not allow them to be available to complete the project in the anticipated time, <br />and the other indicated not enough time was allotted in the bid for the design, construction, and <br />installation of the pedestrian bridge. <br />During review of the references for the single bidder, staff was not able to obtain consistently <br />favorable responses. <br />While the time between legal newspaper advertisement and bid opening was sufficient in relation <br />to requirements in Florida Statute, staff believes a longer advertising period may provide <br />
