<br />SUBJECT: Final Ranking of Firms and Authorization to Negotiate — RFQ 2023015 for
<br />Continuing Consulting Engineering Services
<br />BACKGROUND:
<br />The current professional continuing consulting engineering services agreements expire on April 16,
<br />2023. In accordance with section 287.055, Florida Statute (Consultants Competitive Negotiation
<br />Act), a request for qualifications (RFQ) was issued on December 19, 2022, to solicit statements of
<br />qualifications (SOQs) from professional engineering firms interested in providing services under a
<br />new continuing agreement.
<br />ANALYSIS•
<br />Firms were invited to submit qualifications in up to four disciplines:
<br />✓ Environmental (biological, coastal, site assessment, stormwater, remediation, solid waste)
<br />✓ Infrastructure (traffic, bridges, roadways, sidewalks, signals, and lighting)
<br />✓ Site/Civil (civil, structural, mechanical, electrical, plumbing)
<br />✓ Utilities engineering (water, sewer)
<br />Nearly a thousand firms were notified of the RFQ, and 37 firms submitted SOQs prior to the
<br />January 27, 2023 deadline. One firm, BCER Engineering, was declared non-responsive for failure
<br />to submit the notarized statement regarding disclosure of relationships, required in Section 1o5.o8,
<br />Indian River County Code, and their SOQ was not considered.
<br />A selection committee, comprised of Eric Charest, Natural Resources Manager, Ron Jones, SWDD
<br />Assistant Managing Director, Kirstin Leiendecker, Assistant Public Works Director, Beth Powell,
<br />Parks and Recreation Director, Rich Szpyrka, Public Works Director, and Harrison Youngblood,
<br />Utilities Engineer, independently reviewed, scored, and ranked the received SOQs in accordance
<br />with FS 287.055, the RFQ, and the Purchasing Manual.
<br />Firms were ranked in each of the disciplines in which they requested consideration. The committee
<br />met to reveal the individual committee member ranking, and establish an initial ranking of firms
<br />for each discipline, which is shown on the next page. The committee subsequently met to discuss
<br />the number of firms that should be awarded per discipline, based on the scores and rankings, and
<br />developed a short list of firms to be considered for award. Chapter 287.055, Florida Statute
<br />requires the County to hold discussions with a minimum of three firms. The committee identified
<br />five firms they wished to obtain more information from, and those firms participated in discussions
<br />via Zoom on April 6, 2023.
