Board of County Commissioners Meeting Minutes - Final March 7, 2023 <br />Director Szpyrka responded that DMMAs could be twofold: finding a place to <br />put the sand and having an agreement with an entity to place the sand. <br />Sebastian Inlet District Seat 4, Commissioner David Barney stated the Sebastian <br />Inlet District maintained a DMMA due to how often the sand trap in the channel <br />was done. He stated the only viable area for a DMMA in Indian River County <br />would be Round Island Park due to it being both ocean and riverfront. Mr. <br />Barney's concern was that there was not going to be any sand available in the <br />state of Florida. He recommended capturing the 3 million cubic yards of <br />beach -quality sand located one and a quarter miles off of Round Island Beach <br />Park. <br />Chairman Earman's recommendation was to direct staff to research the <br />development of DMMAs and allow for any over -harvesting of borrow areas for <br />the storage of sand. <br />Commissioner Flescher sought and received information from Mr. Barney that <br />there would be some bad material in addition to the good material. He discussed <br />the process of segregating the materials, and that the "bad" material could be used <br />for other processes such as paving, and maintaining access roads. <br />Chairman of the Beach and Shores Advisory Committee Tuck Ferrell commented <br />that Indian River County does have a sand need and that the Barrier Island sand <br />dune protected everyone and if it were to erode it would affect everyone as it did <br />in Naples during Hurricane Ian. <br />A motion was made by Commissioner Moss, seconded by Commissioner <br />Flescher, to direct staff to research the development of Dredge Material <br />Management Areas.
