facilities "pay as you go" and the critical need for roads and <br />bridges. He specified that most of those funds are allocated <br />presently to bridge replacements and roadways. He clarified that <br />the funds cannot be used for leasing and that a hearing must be <br />held every 5 years to renew the 1� tax. <br />Mr. Lindsey pointed out that the Commissioners were smart to <br />have done it that year, because the next year the Legislature <br />passed a law that the School Board could participate in those <br />funds. <br />Commissioner Bird's comment that "if the Board of County <br />Commissioners had known that was going to happen, they would have <br />waited another year," was followed by laughter from nearly everyone <br />in the room. <br />Mr. Marine extended a belated -welcome to the Commissioners and <br />hoped they could meet again in joint session. <br />Chairman Adams thanked the School Board for the opportunity to <br />get together to allow direct discussion. She commented that if she <br />were in their place, she would feel the same as the School Board <br />members felt, because, as structured, the deal is advantageous to <br />the County. She observed that it was also advantageous to the <br />School Board to remain in their lease and she would not hold it <br />against them if they decided to stay. It was certainly time for <br />the County to be able to move on, however, and she was sure it <br />would not be their last joint meeting. <br />Mr. Lindsey recalled that several years earlier the County <br />Cooperation Committee was started, and he thought maybe it should <br />be rejuvenated. The committee, consisting of the 2 chairmen, had <br />met regarding several mutual concerns. <br />Chairman Talbert agreed it would be most helpful when the <br />School Board begins to plan for construction of a new school. <br />Earlier in.the-meeting,- Dr. Dearing brought up an issue that <br />the Commission had voted on recently regarding FY 1996-97 Anti -Drug <br />Abuse Grant Funding. <br />The attorneys present for the County and School Board <br />counselled that this meeting was advertised as a "joint workshop" <br />and as long as no decision is made, the subject could be discussed. <br />Chairman Talbert advised Dr. Dearing to continue. <br />Dr. Dearing wanted to make sure that on Federal grants there <br />could be one of two blanket policies, either an indirect fee or <br />not.
