Titkanich, Jr., County Administrator Kristin Daniels, Director, Office of Management and Budget FROM: Jennifer Hyde, Purchasing Manager SUBJECT: First Extension and Amendment to Agreements for Annual Sewer Services (BID 2020045) BACKGROUND: On July 7, 2020, the Board of County Commissioners approved the award of Bid 2020045 for as needed sewer services to Meeks Plumbing, Inc. ("Meeks"), Flotech Environmental, LLC ("Flotech"), Hinterland Group, Inc. ("Hinterland"), Envirowaste Services Group, Inc. ("Envirowaste"), Shenandoah General Construction Co. ("Shenandoah"), and Southeast Services of the Treasure Coast, Inc. ("Southeast"). Services included in the bid are cleanout of storm drains and catch basins, as well as providing supplemental vacuum trucks to prevent sanitary sewer overflows, typically after a storm or other emergency event. The agreements are also valuable should the need arise to supplement Utility department staff and equipment under non -emergency situations. The initial term of the agreements was three years, commencing July 17, 2020, with two one-year renewal terms available, subject to vendor acceptance, satisfactory performance, and staff's determination that a renewal would be in the best interest of Indian River County. Meeks, Hinterland, Southeast, and Envirowaste are willing to renew the agreement at current rates. Flotech does not wish to renew and Shenandoah would not renew without an increase in rates. ANALYSIS: The agreements require amendments to incorporate changes to Florida Statute, and federal contract terms that would be required in the event the agreement is utilized following a disaster, or other federally -funded grant work. FUNDING: There is no funding required for this item. 61
