BOOK 98 PACE 270 <br />DESCRIPTION AND CONDITIONS: <br />Reverend Ron Barber, on behalf of the Community Baptist Church, has <br />submitted a request for special exception use approval to operate <br />a child care operation in association with an existing place of <br />worship. The subject site is located at 12534 Roseland Road and is <br />zoned RS -3 (Single Family Residential up to 3 units per acre). <br />Recently, special exception use and site plan approval were granted <br />for an expansion of the church. The expansion project is now <br />complete, and the child care use proposed with this application <br />will be located in a portion of the expanded church facility. <br />Child care uses, located within RS -3 zoning districts, must be <br />approved as special exception uses prior to operation, pursuant to <br />LDR section 971.28(1). <br />Staff has reviewed the administrative approval site plan <br />application- submitted in conjunction with the special exception use <br />request and has granted site plan approval subject to the granting <br />of special exception use approval. Therefore, the site plan <br />approval will become effective if and when the Board of County <br />Commissioners grants special exception approval. <br />At its regular meeting of May 9, 1996, the Planning and Zoning <br />Commission voted to recommend that the Board of County <br />Commissioners grant the requested special exception use request <br />with the conditions stated at the end of this report .(see <br />.attachment #4). The Board of County Commissioners is now to <br />approve, approve with conditions, or deny the special exception use <br />request. Pursuant to LDR section 971.05, the Board is to consider <br />the appropriateness of the requested use for the subject site and <br />surrounding area. The County may attach any conditions and <br />safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area. - <br />ANALYSIS: <br />1. Zoning Classification: RS -3, Single Family Residential (up to <br />3 units per acre) <br />2. Land Use Designation: L-2, Low Density (up to 3 units per <br />acre) <br />3. Surrounding Land Use and Zoning: <br />North: Single Family Residential/RS-3 <br />South: Single Family Residential/RS-3 <br />East: Sebastian City Limits, Vacant/IN (Industrial), <br />West: Roseland Road/RS-1 <br />Note: The City of Sebastian has been notified of the request <br />and has not forwarded any comments or objections to county <br />planning staff. <br />4. Building Area: The proposed child care operation will utilize <br />a 960 square foot pavilion and 1,400 square feet of an <br />existing 4,600 square foot building. The building will <br />provide for the child care operation; including restrooms and <br />classrooms (indoor activity areas). There will also be an <br />outdoor recreation area. No new building area is required, <br />and none is proposed to provide for'the proposed child care <br />operation. <br />5. Total Impervious Surface Area: No additional building or <br />parking area is required. The proposed project will provide <br />5,625 square feet of outdoor play area that is neither <br />impervious area nor stabilized. Therefore, no increase in <br />impervious surface area will result from this project. <br />JUNE 4 1996 1" <br />
