BACKGROUND: <br />Recently, Board of County Commissioners Chairman Fran Adams <br />received a letter from Vero Lake Estates resident Martha Osborne <br />(see attachment #1). Subsequently, a copy of the letter was sent <br />to planning staff. The letter stated that several citizens in the <br />north county are concerned about the CR 512 corridor and are <br />hopeful that a CR 512 task force will be formed to prepare a plan <br />similar to the Wabasso Corridor Plan. Ms. Osborne's letter states <br />that there is support for such a task force. from residents of Vero <br />Lake Estates, Pine Lake'Estates, Sunshine Travel Park, Fellsmere, <br />and Sebastian, including three Sebastian City Council members and <br />two Fellsmere Town Council members. Although no CR 512 corridor <br />plan area has been defined, any special planning efforts by the <br />county would involve only the unincorporated area but would be <br />coordinated with Fellsmere and Sebastian. <br />Planning staff responded to Ms. Osborne's letter (see attachment <br />#2), stating that it intended to schedule her request for <br />consideration by the Board of County Commissioners at its June 4, <br />1996 meeting. <br />ANALYSIS: <br />•Current Corridor Planning Activity <br />Recently, planning staff completed and the Board of County <br />Commissioners adopted the Wabasso Corridor Plan. That plan <br />required over 6 months of task force work, involving a field -trip <br />.and various workshops and public meetings. Staff intends to <br />propose formal codification of that plan's requirements and <br />procedures during the next round of land development regulation <br />(LDR) amendments this summer and fall. Planning staff is also <br />coordinating the efforts of the recently appointed SR 60 Corridor <br />Plan Task Force which is scheduled to hold its first meeting on - <br />June 4, 1996 at 2:00 p.m. Also, as stated in its response letter <br />(see attachment #2), staff is encouraging developers of new non- <br />residential projects along CR 512 to consider following the <br />principles of the Wabasso Corridor Plan, since CR 512 is the <br />entrance to the north county and the Board has expressed its <br />support for special aesthetic improvements along such county <br />entranceways. <br />Due to the work involved in preparing the SR 60 Corridor Plan, it <br />is staff's opinion that work on a CR 512 corridor plan should not <br />commence until the SR 60 Corridor Plan is completed. <br />*Pending Ordinance Doctrine <br />In relation to the Wabasso Corridor Plan and the "interim" SR 60 <br />Corridor Plan, the "pending ordinance doctrine" has been used by <br />the county. As -was reported to the Board last fall, staff applied <br />the pending ordinance doctrine to new development proposals in the <br />Wabasso Corridor Plan area once an initial plan was formulated by <br />the Wabasso Corridor Plan Task Force. This ensured that new <br />development proposals would comply with the intent of the proposed <br />plan. Now that the Wabasso Corridor Plan has been adopted by <br />resolution of the Board, it will be codified into the LDRs at the <br />next opportunity. Until a formal LDR ordinance is adopted, the <br />requirements and procedures contained in the adopted plan are being <br />applied under the pending ordinance doctrine. <br />On April 9, 1996, the Board extended staff's application of the <br />pending ordinance doctrine to non-residential project proposals <br />along the SR 60 corridor from 43rd Avenue to 102nd Avenue.
