40 <br />40 <br />• <br />6.0 TOTAL DISTRIBUTION OF PROJECT BENEFITS AND <br />ALTERNATE COST ALLOCATION METHODS <br />6.1 DISTRIBUTION OF TOTAL PROJECT BENEFITS <br />This section of the report describes methods to allocate project costs to user <br />groups and individual properties based on the determination of their respective <br />benefits. Section 5.0 of this report provided an analysis of potential funding <br />sources for the proposed beach restoration and subsequent renourishment <br />project; this section of the report provides examples of how these potential <br />funding sources can be used by the County based on alternate cost allocation <br />methods. <br />Implementation of the beach nourishment program for Indian River County will <br />principally provide two (2) broad categories of benefits: (1) storm protection and <br />land loss prevention benefits and (2) recreational benefits. Storm protection and <br />land loss prevention benefits accrue to property owners who own 'beachfront <br />property and recreational benefits accrue to individuals who use the beach. <br />While some residents may not use the new, widened beaches and others may <br />use the beach more than others, the benefit accruing to property owners is <br />assigned to the property and not to the inhabitant of the property. Thus, when a <br />property is sold the new owners may use the beach more than the former owners <br />or Trice versa, Storm protection benefits and recreational henefits, over times <br />result in an increase in property appreciation above that which would have <br />occurred without the implementation of the beach nourishment oroject and a <br />long-term commitment to a long-term beach preservation/nourishment program. <br />The total benefits for each sector are based on the sum of the storm protection <br />benefits and recreational benefits for the beach improvement projects.
