K. Selection of Engineer for Wabasso Area CDBG Neighborhood Grant <br />The Board reviewed a Memorandum of June 5, 1996: <br />TO: <br />James E. Chandler, <br />County Administrator <br />FROM: <br />James W. Davis, P.E <br />Public Works Director <br />SUBJECT: <br />Selection of Engineering Firm for <br />Wabasso Area CDBG Neighborhood Grant <br />DATE: <br />June 5, 1996 <br />On Thursday, May 30. 1996, and June 5, 1996, the appointed Consultant <br />Selection Committee, composed of Jim Davis. Roger Cain. Bill McCain, John <br />Wachtel and Billy Minnix. Wabasso Representative attended the meeting and <br />presentation. met to short-list engineering fhzms for the subject project. A total of <br />six engineering firms submitted letters -of interest. The selection committee met <br />and short listed the following firms. <br />REPS (Regional Engineers, Planners,& Surveyors),Orlando, Fl <br />Carter Associates, Inc., Vero Beach <br />CRA (Clark. Roumelis & Associates, Inc.), Altamonte Springs <br />Lindahl, Browning, Ferrari & Helstrom, Fort Pierce <br />Culpepper & Terpening, <br />American Coastal Engineering, Inc. <br />ALTERNATIVE AND ANALYSIS <br />- After hearing presentations considering several factors Including Experience with <br />Florida Small Cities CDBG Program, Management of the Project. Proposed <br />approaches to meeting local needs, including an outline of tasks. Successful <br />similar experience with Florida Small Cities and Counties, and Familiarity or <br />ability to quickly become familiar with local conditions, the Committee has <br />recommended the following prioritized short list: <br />1. REPS, Orlando <br />2, Carter Associates, Inc.Vero Beach <br />3. Clark. Roumelis & Associates, Inc, Altamonte Springs <br />4. Lindahl, Browning, Ferrari & Helstrom, Fort Pierce <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends approval of the above prioritized short list and authorization for <br />the Public Works Director to begin contract negotiations. <br />Chairman Adams was curious regarding the rankings, and Public <br />Works Director James Davis advised the #1 ranked firm is a joint <br />venture with 2 local firms, so there is local presence. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />the prioritized short list and authorized the Public <br />Works Director to begin contract negotiations, <br />pursuant to staff's recommendations. <br />JUNE 119 1996 <br />BOOK FAuIE 314 <br />24 <br />
