INC. - INDIAN RIVER <br />ESTATES TO PROVIDE WHEELCHAIR VEHICLE SERVICES <br />The Board reviewed a Memorandum of June 3, 1996: <br />TO: Honorable Board of Commissioners <br />THROUGH: Jim Chandler <br />County Administrator <br />FROM: Doug Wright, Director ` <br />Emergency Services <br />DATE: June 3, 19% <br />SUBJECT: Approval Of The Issuance Of A Class "El" Certificate Of Public <br />Convenience And Necessity to HealthSouth Treasure Coast <br />Rehabilitation Hospital; Florida Baptist Retirement Center; And <br />ACTS, Inc./Indian River Estates To Provide Wheelchair Vehicle <br />Services <br />It is respectfully requested the information contained herein be given formal consideration by <br />the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />On August 31, 1995, during the regular meeting of the Transportation Disadvantaged Local <br />Coordinating Board, the Board voted to recommend to the County Commission that an ordinance <br />be adopted to require providers of wheelchair vehicle services to obtain a Certificate of Public <br />Convenience and Necessity in order to regulate these type of services. <br />On Tuesday, September 19, 1995, the Indian River County Board of County Commissioners <br />held a public hearing regarding the establishment of proposed regulations governing wheelchair <br />vehicle services. The result of that meeting was formal approval of regulations governing <br />wheelchair services as outlined in the Indian River County Code of Laws and Ordinances, <br />specifically Chapter 304, Life Support and Wheelchair services. <br />On February 6, 1996, the Board adopted an amendment to the above referenced ordinance <br />wherein a Class "E1" Certificate of Public Convenience and Necessity was approved for persons <br />or organizations such as nursing facilities who utilize wheelchair vehicles for the sole purpose <br />of providing transportation services to their clients or residents. Additional criteria for an "E1" <br />certificate included language stating that the wheelchair transportation services are not paid for <br />in part or in whole either directly or indirectly with government funds. <br />The following organizations who provide wheelchair vehicle transportation services from an <br />institutional type setting have submitted applications and -are seeking Board approval for the <br />issuance of a Certificate of Public Convenience and Necessity for a Class "E1" Certificate. <br />HealthSouth Treasure Coast Rehabilitation Hospital <br />Denise McGrath, Chief Operating Officer <br />1600 37th Street <br />Vero Beach, Florida 32960 <br />Florida Baptist Retirement Center <br />Lois B.
