Page 5 <br />g. The basis for any determination that a national objective will be attained under <br />the provisions of 24 C.F.R. Section 570.483(b)(4)(iv) or (v), if appropriate. <br />The national objective is benefit to low and moderate income persons. This project will <br />result in the creation of at least 26 jobs, of which 14 (51%0) will be made available to low to <br />moderate income (LMI) persons. Please note that up to 35 new jobs are expected to be <br />created and well over 51%of these jobs will be made available to LMI persons. Far grant <br />scoring purposes, CRA Care Centers, Inc. is committing to creating only 26 new jobs. All <br />LMI jobs to be created will be readily available to persons with a high school education. <br />According to CRA Care Centers, Inc., the jobs cannot be created without the provision of the <br />CDBG assisted loan. <br />The Department may require a statement of commitment from any other entity whose <br />participation is necessary for the successful completion of the project. <br />Indian River County's grant consultant will cooperate with the Department to obtain any <br />other statements of commitment from any other entity whose participation is necessary for <br />the successful completion of the project.. <br />3. Document Project Costs <br />a. If real property is being acquired, Include copies of property tar statements, <br />disinterested third party appraisals, an appraisal from a certified appraiser, or <br />some other determination of value that documents that the proposed purchase <br />price is based on the fair market value of the property; <br />This proposed CDBG-ED project does include property acquisition (see Appendix <br />B of the Grant Application). however, CDBG fiords will not be used to finance the <br />land acquisition. <br />b. If building construction or rehabilitation is proposed, include cost estimates <br />from a general contractor, engineer, or architect, or from a recently completed <br />similar facility; <br />See attached letter (Appendix B of the Grant Application) from the project architect <br />and engineer. <br />C. If acquisition of new or used machinery and equipment is proposed, include cost <br />estimates from a possible vendor or invoices from prior recent acquisitions; <br />See Appendix B of the Grant Application <br />d. If acquisition of used machinery or equipment is proposed from other than a <br />normal vendor, Include a disinterested third party appraisal demonstrating the <br />current value; and <br />The Participating Party does not anticipate the acquisition of used machinery or <br />equipment from any source other than a normal vender. <br />
