r ichnrcati Apprv*e* <br />Page 15 <br />Task 5.5 (B) f oview_USACE Statement of Fine' s <br />Upon receipt of the USACE Permit Instrument, ATM shall carefully review and comment <br />on any discrepancies or permit language that could be of potential concern to the <br />County in pursuit of the Project construction and subsequent performance monitoring. A <br />list of such concerns and the affected conditions will be prepared for review with the <br />County staff, after which a format response to the 'USACE requesting corrective action <br />will be prepared. <br />6.0 FDEP MIXING ZONE VARIANCE <br />6.1 Pre -Submittal MeetjRglConfgrence withwit-DEP <br />Following review of the initial restoration Project file, ATM shall organize and attend a <br />pre -submittal meeting in Tallahassee with Department staff to discuss submittal <br />requirements for variance processing and modeling srheme(s) acceptable to the <br />Department. This meeting is proposed to take place concurrent with the Joint Coastal <br />Permit pre -application meeting (described in Task 3.1) to optimize travel expenditures to <br />Tallahassee. <br />6.2 Mixinq Zone Variance Raguest and Completeness Summary Response <br />A Petition for Variance request will be prepared by ATM, with an anticipated north limit <br />of the mixing zone and an adequate distance cross -shore and alongshore on the <br />Atlantic Ocean coast to avoid water quality violations. The quality of the borrow source <br />sand to be utilized for the nourishment Project will be better determined pending review <br />of the borrow, source material composition with the County and will likely dictate the <br />physical dimensions of the mixing zone which is achievable and hence requested. It is <br />anticipated at this time that the transverse -misting model presented in Fischer et al. <br />("Mixing in Inland and Coastal Waters," Academic Press, Inc., 1975) will be utilized to <br />perforin the analysis required for the Petition for Variance. Should the borrow area <br />material composition or the regulatory agencies dictate an alternative evaluation, ATM <br />fees for this service may require modification. Forty-five days from authorization to <br />proceed from the County shall be sufficient to prepare the request. <br />ATM shall respond to one agency Request for Additional Information associated with the <br />mixing zone issue to ensure that the appropriate mixing zone is acquired. It is <br />anticipated that the variance can be obtained in the same timeframe as the Joint <br />Coastal Permit, and will likely be deemed complete pending completion of a singular <br />completeness summary response. All attempts will be made by ATM to respond to the <br />agency request within 60 calendar days of receipt of the RAI. <br />County shall prepare a Public Notice following agency approval of the Petition for <br />Variance methodology and computational results. ATM shall review the FDEP variance <br />document for accuracy and shall transmit any noted changes required to the County <br />prior to subsequent transmittal to the FDEP requesting such change(s). <br />CONTRACT MANAGEMENT <br />To ensure tirnely and cost-effective completion of this contract, ATM shall maintain rigid <br />cost and scheduling controls on all work performed in association with the contract and <br />shall adhere to the Project timeline. ATM will coordinate each of the sub -consultant <br />contracts to establish deliverables, schedule and invoicing procedures to meet the <br />County's requirements for payment. The following sub -consultants are currently <br />envisioned to provide services to ATM in conjunction with this Project: <br />Scientific Environmental Applications, Inc. <br />Coastal Science Associates, Inc. <br />Underwater Engineering Services, Inc. <br />Morgan and Eklund Surveying & Mapping, Inc. <br />For preliminary analysis, planning and design of the beachfill planform and cross- <br />sections, it is assumed that the beach profile and associated hydrographic survey data <br />being collected by the County under separate contract, will be sufficient for this purpose. <br />'AI40,4rn /Q V FesQ6WC'6N N V&W 04301" <br />
