Income <br />will come from rentals, sale of recyclables, and from tipping fees. <br />Income to Indian River County will be part of the negotiations, and <br />might be generated through either a ground lease, real estate <br />taxes, and/or a share of the recycling profits. <br />Donald Graham, Vice President of Composting of PSG, introduced <br />his Florida -based associate, Allan Williams. He described the <br />involvement of PSG in the project and reviewed their affiliations <br />with their parent company, Compagne General des Eaux, and other - <br />companies; described other operations; and presented slides of <br />current projects. He presented the company's philosophies of <br />employees' roles in the local community, training and safety <br />policies, importance of communications, facilities maintenance, and <br />checks and balances. He reviewed some of the recycling industries <br />that might be located at the "park" and experiences at other <br />industrial parks. <br />Dominick Martorana described the methods the group will use <br />for employment and training local residents for the "park". He has - <br />met with several local, county, and state organizations,and found <br />a lot of cooperation and interest. Pre -recruitment announcements <br />will be disseminated along with public awareness of the park by <br />media coverage and community and civic organizations. Attention <br />will focus on the creation of the park and job opportunities that <br />will be available. He described in detail the recruitment, <br />interviewing, screening, upgrading of skills, training processes <br />and funding, and involvement of various local, county, and state <br />organizations. He detailed how they would seek community <br />involvement, and advised that tours of the park for education and <br />information would be available. <br />Prior to closing their presentation, Mr. Knigin called to the <br />Board's attention that they have begun discussions with the Florida <br />Department of Transportation regarding an interchange at I-95 and <br />Oslo Road, which is presently scheduled sometime in the year 2022. <br />He wanted to see it done sooner, so they have offered to <br />participate with FDOT in the development of the interchange, but <br />not without the permission of the Board of County Commissioners. <br />Mr. Knigin then summarized the income and other benefits which <br />will be flowing to the County without the County making a capital <br />investment. <br />24 <br />June 13, 1996 <br />BOOK 98 P,% -354 <br />
