Box 98 P,�I ,E 9:3 7 <br />Technical Design <br />MWM will design and develop a complete Waste Processing Facility and such other <br />Complementary Facilities as defined in this Plan with the capacity to handle a minimum of <br />1,500 TPD of municipal solid waste. Services and equipment will include the following: <br />Complete engineering and design of a twin trommel, semi -automated Waste <br />Processing Faclllty to Include the following. <br />1. One twin trommel semi -automated recycling and waste processing system with <br />automatic bag openers, using an integrated tipping floor design; twin glass <br />pre -pick systems; twin fiber pre-sort systems; magnetic and eddy current <br />separation systems; aggregate recovery system; and three dual hand -sort <br />- conveyor systems in enclosed climate -controlled picking platforms. <br />2. Dual direct infeed conveyor system leading to the picking platform for processing <br />industrial, commercial, and commingled recyclables that do not require being <br />processed through the trommel. <br />3. Baling system for cardboard, aluminum and other commodities. <br />4. Automated plastics separation, grinding, washing and processing system. <br />5. Dual shredders for processing the nonrecycled organic fraction of solid waste for <br />composting. <br />6. Integrated MSW composting facility. <br />7. OF MORGAN KEEGAN & CO., INC. <br />At the conclusion of the presentation, Commissioner Eggert <br />asked why MWM felt, in light of the fact that it wasn't included in <br />the rfp, they needed to make the approach of the County having co - <br />ownership of the project, i.e. IRC creating an authority, having <br />full obligation and risk of operation, with all buildings owned <br />jointly between MWM and IRC. <br />Mr. Hayes wasn't sure that they communicated appropriately if <br />that is what Commissioner Eggert understood. The only thing that <br />they have asked is for IRC to form an authority. That is the only <br />requirement. In the past, it was always their intent to build, <br />own, and operate waste management facilities themselves and provide <br />services for a community. Frankly, that is where the money is. <br />They believe there is a partnership with the community, whether or <br />not the County has a legal obligation.
