Box 1750 <br />1840 25th Street F33 Y <br />Vero Beach, FL 32980 <br />Re: proposal for Response to SJRWMD RFI for <br />Consumptive Use Permit Application <br />Dear Mr. Doyle: <br />Missimer International is pleased to provide you with the following scope of work and <br />coast proposal for the response to the SJRWMD's request for additional information <br />(RFI) dated January 27, 1999. Missimer International will address items 1 and 4 of <br />the response and prepare the final submittal to the SJRWMD. Items 2, 3, 5, 6, 7, and <br />8 should be answered by Indian River County Utilities (IRC) as they request specific <br />information about utility department operations and plans. Missimer International's <br />scope of work will consist of the following tasks: <br />Task 1: Recalculation of population and water demand projections (RFI - item 1) <br />and preparation of submittal to the SJRWMD. The population projections <br />will be based on the Bureau of Economic and Business Research <br />(BEBR) data. <br />Task 2: Impact modelling (RFI - item 4) (it necessary) <br />The main permitting concern of the SJRWMD is that withdrawals from <br />the South R.O. Plant would cause water levels (heads) in the Floridan <br />Aquifer in St. Lucie County to drop below land surface, which would be <br />an unacceptable impact. We propose to use the results of the recent <br />SJRWMD model prepared by David Toth to demonstrate no adverse <br />impacts at 10 years. If the existing model results prove to be <br />satisfactory, our efforts for this item would be covered under the costs for <br />Task 1.
