PROCLAMATION
<br />HONORING CLERK JEFFREY R. SMITH ON HIS RETIREMENT AS
<br />THE INDIAN RIVER COUNTY CLERK OF CIRCUIT COURT
<br />AND COMPTROLLER
<br />Whereas, Clerk Jeffrey R. Smith will retire as the Indian River County Clerk of Circuit Court and
<br />Comptroller on June 30, 2023; and
<br />Whereas, Jeff graduated from the University of Central Florida with a degree in Finance in 1978 and
<br />earned his CPA license in 1984. Prior to starting his governmental career, he worked for a large CPA firm in Vero
<br />Beach and later started his own firm, Jeffrey R. Smith & Associates, PA in 1988; and
<br />Whereas, Jeff began his governmental career on October 6, 1992 with the Indian River County Clerk of
<br />Court and Comptroller's Office as an Accountant and then Assistant Finance Director through November 27, 1998.
<br />He then began working for the Board of County Commissioners as the Assistant Director of Utilities from
<br />November 30, 1998 through February 1, 2001. Later, he worked for the Tax Collector as the Assistant Tax
<br />Collector from February 2, 2001 through February 5, 2009. He returned home to the Clerk's Office on February 6,
<br />2009 as its Chief Deputy and has remained since; and
<br />Whereas, in June of 2012, Jeff won an election unopposed to become Clerk of Court and Comptroller. On
<br />July 3, 2012, Jeff was sworn in as Clerk and was subsequently reelected unopposed for two additional terms; and
<br />Whereas, Jeff has been an impactful member in our community for his entire career, serving many
<br />organizations including The United Way of Indian River County, the Salvation Army, Indian River Foundation for
<br />the Elderly, Exchange Club of Indian River, Hundred Club of Indian River County, and many others throughout the
<br />years; and
<br />Whereas, Jeff has made countless contributions to Clerk's Offices throughout the state, serving on various
<br />committees within the Florida Court Clerks & Comptrollers and serving as the Chair of the Florida Clerk of Court
<br />Operations Corporation Executive Committee. He has also taught multiple sessions of the New Clerk Academy
<br />and mentored class members, always making himself available whenever any Clerk needed him; and
<br />Whereas, Jeff has been an impactful member of the financial community for his entire career including
<br />being President of the Florida Government Finance Officers Association, a 2,700-member organization of
<br />government finance professionals and elected officials from around the state. In addition, Jeff is a member of the
<br />Florida Institute of Certified Public Accountants, the American Institute of Certified Public Accountants, and the
<br />Government Finance Officers Association of the United States and Canada; and
<br />Whereas, Jeffrey R. Smith has been an amazing leader to his employees, caring for each and every one
<br />of them. He will be missed greatly by his staff.
<br />Naw, therefore, be it procCaimed by the Board Of County Commissioners Of Indian River
<br />County, FCorida, that the Board commends Clerk Jeffrey R. Smith for his wonderful career, incredible dedication
<br />to his employees, and to the work that he has accomplished for the residents of Indian River County, and the
<br />Board extends its heartfelt wishes for success in his future and a long and very happy retirement!
