Zito, Assistant County Administrator <br />From: Beth Powell, Director Parks and Recreation <br />Subject: Support Pursuit of a Florida Recreation Development Assistance Program <br />(FRDAP) Grant for the Victor Hart Sr. Enhancement Complex and Gifford <br />Aquatic Center <br />BACKGROUND: <br />The Florida Recreation Development Assistance Program (FRDAP) is a competitive program that <br />provides grants for acquisition or development of land for public outdoor recreation use or to construct <br />or renovate recreational trails. It is administered by the Florida's Department of Environmental <br />Protection (DEP) and has a maximum grant award of $200,000. There are three eligible projects <br />identified in the current Capital Improvement Element (CIE) of the County's Comprehensive Plan that <br />could be leveraged by this matching grant. Additionally, staff propose to budget for a new scoreboard <br />for the Lundy Senior League Field in the FY24/25 operating budget. Elements identified in the CIE <br />include replacement of the existing playground at the Victor Hart Sr. Enhancement Complex, as well <br />as replacement of the water slide, and replacement of the splash pad at the Gifford Aquatic Center. <br />The grant application cycle typically opens in August and staff is preparing now for the application <br />cycle. If awarded and funded by the State, the grant award would be made for Fiscal Year 2024/2025 <br />with a three-year completion date. Staff will host various public meetings and obtain letters of support <br />from existing user groups and civic groups to meet and exceed all grant requirements. <br />Board approval is one of the prerequisites for application to this grant. It demonstrates that there is <br />support not only for pursuing the grant but for completion of the projects once the grant is awarded. If <br />awarded, the County will have three years to complete the projects included in the grant application. <br />The FRDAP grant typically requires a 50% match in funding for consideration. The total cost <br />projected for County funding is $660,000 with FRDAP assistance at $200,000 which will create a <br />County match of 77%. <br />165 <br />
