Hurricanes Ian and Nicole Recovery Plan, December 9, 2022
<br />The recovery of the beach and dune system is vital for providing protection to upland
<br />development (including infrastructure) to restore economic opportunities for local
<br />governments and for restoring habitat of threatened and endangered species.
<br />Summary of Assessments
<br />Hurricane Ian
<br />DEP hurricane damage assessment teams conducted the detailed damage assessments for
<br />the following counties: Collier, Lee, Charlotte, Sarasota, St. Johns, Flagler, and Volusia.
<br />DEP employed Camera Copters, Inc., to fly oblique aerial videography along the
<br />southwest Florida coast between Anclote Key and Cape Romano. This data was particularly
<br />useful in evaluating the beach conditions throughout southwest Florida as well as developing the
<br />damage assessments for the inaccessible islands of Cayo Costa, North Captiva Island, Captiva
<br />Island, Sanibel Island, Lovers Key, and Keewaydin Island.
<br />DEP staff assisted in sand loss assessments of both federal and non-federal beach
<br />restoration and nourishment projects within impacted areas and included the counties of:
<br />Pinellas, Manatee, Sarasota, Charlotte, Lee, Collier, Palm Bead, Martin, St. Lucie, Indian River,
<br />Brevard, Flagler, St. Johns, and Duval.
<br />Additional data, information, and assistance was provided to DEP staff by various local
<br />governments and their consultants. Post -storm vertical aerial photography provided by the
<br />National Oceanic and Atmospheric Administration (NOAA) also greatly assisted the damage
<br />assessments of inaccessible islands for this report.
<br />Hurricane Nicole
<br />DEP hurricane damage assessment teams conducted the detailed damage assessments for
<br />the following counties: Duval, St. Johns, Flagler, and Volusia. Following Hurricane Nicole,
<br />DEP's Office of Resilience and Coastal Protection requested through the State's Emergency
<br />Operations Center to have the Civil Air Patrol fly the east coast of Florida to capture oblique
<br />aerial photography points of the coastal damages. This data was used to develop the damage
<br />assessments for Brevard through Martin counties.
<br />DEP staff assisted in sand loss assessments of both federal and non-federal beach
<br />restoration and nourishment projects within impacted areas and included the counties o£ Duval,
<br />St. Johns, Flagler, Brevard, Indian River, Martin, and Palm Beach counties. Additional data and
<br />information on beach conditions was provided to DEP staff by various local governments and
<br />their consultants.
<br />Summary of Recovery Activities and Methods
<br />This Plan focuses only on the beach and dune systems in Manatee, Sarasota, Charlotte,
<br />Lee, Collier, Broward, Palm Beach, Martin, St. Lucie, Indian River, Brevard, Volusia, Flagler,
<br />St. Johns, Duval, and Nassau counties that had moderate to major beach erosion. The report is
<br />organized by separating the Gulf of Mexico and Atlantic coastlines, then by county, then by
<br />project or project area. This Plan does not include replacement cost estimates associated with
<br />any upland structures, roads, piers, bridges, or coastal armoring.
<br />The Plan works to coordinate recovery efforts with long-term maintenance strategies,
<br />using both regular program appropriations and emergency funding assistance provided by
<br />federal, state, and local sources to achieve the most efficient recovery of impacted beaches and
<br />dunes. For the purposes of this Plan, non-federal dollars are identified funds that would be
<br />requested for implementing this Recovery Plan via a special appropriation. Non-federal dollars
