Fr - <br />BOOK 98 P'',:f�E S3 <br />PROCLAMATION <br />PROCLAMATION OF SUPPORT FOR THE <br />ADOPTION AND IMPLEMENTATION <br />OF THE INDIAN RIVER LAGOON <br />COMPREHENSIVE CONSERVATION <br />AND MANAGEMENT PLAN (CCMP) <br />WHEREAS, Indian River County contains more than fifty (50) miles of shoreline along the <br />Indian River Lagoon; and <br />WHEREAS, the residents of; and visitors to, Indian River County utilize the Indian River <br />Lagoon for loth active and passive recreational enjoyment such as fishing, boating, water sports and <br />nature observation; and <br />WHEREAS, Indian River County annually benefits from an estimated $44.3 million generated <br />by the Indian River Lagoon in direct and indirect revenues to the economy; and <br />WHEREAS, the environmental quality of the Indian River Lagoon has a direct impact on the <br />estimated $107 million dollar value of waterfront residential properties in Indian River County, and <br />WHEREAS, the Indian River Lagoon has been recognized as the most biological diverse <br />estuary system in North America; and <br />WHEREAS, the Indian River Lagoon has been designated an Estuary of National <br />Significance by the State of Florida and the U.S. Environmental Protection Agency, and <br />WHEREAS, Indian River County has participated as an active member in the Indian River <br />Lagoon National Estuary Program since April, 1991, and has assisted in the development of the <br />Indian River Lagoon Comprehensive Conservation and Management Plan (CCMP); and <br />WHEREAS, the CCMP contains 69 recommended actions for the purpose of protecting and <br />restoring the integrity, diversity and productivity of the Indian River Lagoon; addresses critical <br />problems such as preservation of wetlands, sea -grass restoration, endangered species protection, <br />water and sediment quality improvement, land acquisition, and the means of funding preservation and <br />restoration activities; and <br />WHEREAS, the CCMP has been developed through a public process involving <br />representatives of the marine industry, recreational boaters, commercial and recreational fishing <br />interests, city and county governments, federal and state agencies, citizen groups and individuals; and <br />WHEREAS, the CCMP employs a watershed approach to the management of the entire <br />Indian River Lagoon system, using both scientific information and citizen input to form <br />recommendations; and <br />WHEREAS, the implementation of the CCMP will result in increased public involvement and <br />awareness of activities designed to protect and restore the resources of the Indian River Lagoon; and <br />WHEREAS, the CCMP establishes a process to measure the progress of implementation <br />activities and identifies the functions of federal, state and local governments, agencies and <br />organizations in Indian River Lagoon restoration and preservation activities; and <br />WHEREAS, the CCMP recognizes that all users of the Indian River Lagoon must be <br />respected and contribute to the quality of life in the lagoon region. <br />NOW, THEREFORE, BE IT PROCLAIMED by the Board of County Commissioners of <br />Indian River, that: <br />The Indian River Lagoon Comprehensive Conservation and Management Plan <br />provides a strategy for the future protection and preservation of the Indian River <br />Lagoon as a natural treasure and reflects the communal commitment of the citize <br />of the Indian River Lagoon region to act as stewards of this sustainable natty <br />resource for their commercial and recreational uses and the benefit of this and futu <br />generations. <br />Adopted this 18 day of June, 1996. <br />JUNE 18, 1996 <br />BOARD OF COUNTY COMMISSIONER <br />INDIAN RIVER COUNTY, FLORIDA <br />Fran B.
