BOOK 98 pv,E 443 <br />RESPONSE TO THE INDIAN RIVER COUNTY COM MSION <br />REGARDING THE OLD COURTHOUSE/ANNEX PROPERTIES <br />RESPONSE OPTION 2 <br />The offer on behalf of the County Commission is very gracious; however, without capital <br />resources to improve the Old Courthouse / Annex and State Attorney's Office, the <br />buildings in their current condition am unusable for our purposes. <br />In the interest of making a gesture toward a suitable compromise, for both governmental <br />agencies, I would suggest the School Board consider the following option: <br />Accept the offer from the County Commission if the following are also a possibility: <br />1. The County Commission forgive the $45,000 per year lease payment <br />(beginning with this 1996 year), for the remainder of the life of the lease. <br />2. The County Commission votes to split the income from the race track <br />moneys (or the equivalent), pledging 50016 of the funds to the School Board, <br />which would result in $223,250 per year. <br />3. Assume that the $810,000 listed on the current capital outlay plan for 1998 - <br />99 (which was to replace ESE space lost at the VBHS-R C) can be <br />budgeted toward this renovation project. <br />#1 Bonded and amortized over 20 years yields: $ 701,000.00 <br />#2 Bonded and amortized over 20 years yields: $ 3,480,000.00 <br />#3 Yields: $ 810.000.00 <br />$ 4,991,000.00 <br />RESPONSE TO TBE INDIAN RIVER COUNTY COAUMSION <br />REGARDING THE OLD COURTHOUSE/ANNEX PROPERTIES <br />RESPONSE OPTION 3 <br />The offer on behalf of the County Commission is very gracious; however, without capital <br />resources to improve the Old Courthouse / Annex and State Attorney's Office, the <br />buildings in their current condition are unusable for our purposes. <br />In the interest of making a gesture toward a suitable compromise, for both governmental <br />agencies, I would suggest the School Board consider the following option: <br />1. Ask the County Commission to consider spending the $750,000 to match the <br />Restoration Grant for the Old Courthouse. Perhaps some of the current offices <br />housed in the County Administrative Complex could be relocated in the renovated <br />Court House in order to utilize that building. It may not be necessary for them to be <br />housed in the same building as County Administration. <br />2. Once the County Commission finishes completing their new administrative <br />complex, which is scheduled to be done with the additional 1 -cent sales tax <br />moneys, ask them to donate all of the old hospital complex to the School Board. <br />44 <br />June 25, 1996 <br />M M M <br />
