There are 3 or 4 dealers <br />participating in the sale underway at Wal-Mart now who he thought <br />were from the St. Lucie County area. <br />County Attorney Vitunac advised that the big question was <br />whether the Board wished to change the Special Event law in some <br />drastic way, because the way it stands now, staff has to give <br />permits for this activity if all other requirements are met. <br />Chairman Adams asked how this is different from a sidewalk <br />veterinary service, and Director Keating explained that both are <br />temporary use permits, but in our temporary use requirements, there <br />is a specific allowance for off-site vehicle sales, whereas staff <br />had to make an interpretation on whether veterinary services were <br />an allowable temporary use. <br />Chairman Adams felt there was no consistency and recalled that <br />temporary holiday flower sales were prohibited because of concerns <br />for local florists. <br />Chairman Adams thought maybe they should take a look at it, <br />and Commissioner Eggert agreed. <br />Commissioner Bird pointed out that anything could be overdone <br />and beauty is in the eyes of the beholder. He reasoned the auto <br />sales were obviously popular with local residents because they draw <br />people to the host site. He believed they are popular with local <br />companies because it gives another outlet for their products. He <br />agreed with Commissioner Macht that if it is overdone, it becomes <br />garish and obtrusive to the neighborhood and traveling public. If <br />it could be done properly it would have a positive effect. <br />Commissioner Eggert asked about the buffer, and Director <br />Keating advised that Wal-Mart is meeting the requirements along SR - <br />60 and had actually added more trees and berm. He recalled they <br />had drainage problems which required modifications to the drainage <br />system, and they are replacing landscaping within the site now. <br />Director Keating advised that more changes are expected with <br />Wal -Mart's expansion to a Super Store and later to Sam's. They <br />will eventually not have excess parking and will be unable to <br />conduct these sales with a temporary use permit. He confirmed that <br />Commissioner Bird was correct that a number of local dealers have <br />had a number of sales events there. As a matter •of fact, he <br />reported that one local dealer was participating in the current <br />event. <br />Director Keating clarified the Board's options were to <br />restrict these activities in the SR -60 corridor, restrict or <br />prohibit them county -wide, or make it more restrictive by putting <br />48 <br />June 25, 1996 <br />
