Board of County Commissioners Meeting Minutes - Final July 12, 2023 <br />the loss of officers: Katheryn Gibson, Roger Harrington, Melissa A. Stewart, <br />and Doug Mackenzie. The Board added their comments regarding the <br />already agreed -to budget request, and their respect for the Deputies. <br />The Chairman called for a recess at 9:51 a.m., and reconvened the meeting at <br />10:00 a.m. with all members present. <br />Clerk of the Circuit Court and Comptroller Ryan Butler announced the <br />Clerk's budget increase would be allocated to aligning the Clerk's employees' <br />pay and benefits to match those of County personnel. Mr. Butler thanked the <br />Board and staff for their transparency and partnership. <br />County Property Appraiser Wesley Davis noted his budget request was <br />mostly attributed to employee benefits and salaries, and made mention of the <br />unfunded mandates the State imposed on his office. He spoke of the strides in <br />technology his office has made which allowed staffing levels to remain static <br />after the big cuts from 2009. <br />Supervisor of Elections Leslie Swan spoke of the challenges her office faced <br />which required an increase of 24% to their budget. Items such as an <br />additional primary in the upcoming presidential election, technology upgrades, <br />the rising costs of materials and postage, as well as sweeping unfunded <br />changes mandated by State Senate Bill 7050 were responsible. The Board <br />expressed appreciation for the way Ms. Swan handled her office's demands. <br />Administrator Titkanich informed the Tax Collector's budget was not due until <br />August 1, 2023, but an estimated 9.3% increase was factored into the budget <br />for planning purposes.
