Zito, Deputy County Administrator <br />Beth Powell, Acting General Services Director <br />From: Jerry Seldes, Manager, Indian River County Public Shooting Range <br />Subject: Approval of Amendment 3 with the Florida Fish & Wildlife Conservation <br />Commission (FWC) Contract No. 00252 <br />BACKGROUND: <br />On March 13, 2001, Indian River County entered into a Contract with the Florida Fish & Wildlife <br />Conservation Commission (FWC) for the operation of the Indian River County Public Shooting <br />Range (Range). Subsequent to the original contract, the Board of County Commissioners approved <br />Amendment 1 (February 2, 2016) renewing the Agreement for a period of 10 years and <br />Amendment 2 (February 6, 2018) for supply and use of ten golf carts. The current agreement for <br />the Range is set to expire on March 12, 2026. As part of the Agreement, the County pays a portion <br />of the Range fees to the FWC as outlined in the original Contract at $0.50 per clay thrown and <br />$1.00 per user at the rifle and pistol range. This results in yearly payments to the FWC of <br />approximately $18,000 -$22,000 per year depending on usage. <br />DESCRIPTION AND CONDITIONS: <br />In consideration of the mutual benefits and success of the County Public Shooting Range, the FWC <br />has offered the proposed Amendment 3 to the Contract where the payment to FWC will be waived <br />and all fees collected by the County may be retained and included in the gross operating revenue. <br />The amended Contract provides an allowance of fees charged not to exceed $20.00 per individual <br />use of the rifle/pistol ranges and .75 per clay target for trap, skeet, and sporting clays. The current <br />fee structure is currently just over 50% of the maximum fee allowable under the proposed <br />amendment. <br />Additionally, the proposed amendment provides for Range fees to be collected during non-public <br />shooting times as established by the County. These activities may include renting the Range to a <br />public or private entity for in-service firearms training. All fees shall be in included in the Range <br />operation and be included as a part of the County's gross range operating revenue. <br />The proposed amendment also adds a section under PAVING, SPORTING CLAYS AND RIFLE <br />AND HANDGUN RANGE IMPROVEMENTS which outlines improvements to the Range that are <br />listed in the County's Five -Year Schedule of Capital Improvements to include repaving the <br />entrance road and improving the sporting clay trail. The amended Contract provides for FWC <br />funding assistance of $200,000.00 toward these improvements. <br />121 <br />
