CONSENT <br />INDIAN RIVER COUNTY <br />OFFICE OF MANAGEMENT AND BUDGET <br />PURCHASING DIVISION <br />DATE: August 8, 2023 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THROUGH: John Titkanich, Jr., County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />FROM: Shelby Ball, Purchasing Specialist <br />SUBJECT: Final Ranking of Firms and Authorization to Negotiate — RFQ 2023051 for <br />Engineering and Biological Support Services for Sector 4 Dune <br />Renourishment Project <br />BACKGROUND: <br />On behalf of the Coastal Division, and in accordance with Section 287.055, Florida Statute <br />(Consultant's Competitive Negotiation Act), statements of qualifications ("SOQs") were requested <br />from qualified firms to provide professional services in the disciplines of Coastal Engineering and <br />Biological Support Services for the County's Sector 4 Dune Restoration Project. <br />DISCUSSION: <br />A selection committee, comprised of Rich Szpyrka, Public Works Director, Kirstin Leiendecker, <br />Asst. Public Works Director, Eric Charest, Natural Resources Manager, Steven Hitt, Principal <br />Environmental Planner, and Wendy Swindell, Conservation Lands Manager, independently <br />reviewed, scored, and ranked the received SOQs in accordance with FS 287.055, the RFQ, and the <br />Purchasing Manual. <br />All four submitting firms were invited to participate in discussions, and at the conclusion of the <br />discussions, a final selection committee meeting was held, during which each committee member <br />read their overall ranking of firms, and a final ranking determined. The final ranking established by <br />the committee is: <br />1. Coastal Technology Corporation <br />2. Aptim Environmental & Infrastructure, LLC <br />3. Coastal Waterways Design & Engineering, LLC <br />4.
