EXHIBIT A
PROGRAM COVER PAGE
Children's Services Advisory Committee
2023-24 Grant Application
Organization Name:
Sunshine Physical Therapy Clinic
Executive Director Name:
Virginia (Ginny) Blossom
Organization Address:
1705 17th Avenue
Executive Director Email:
executivedirectorCab-sunshineptc.org
Executive Director Phone:
(772) 562-6877
Program Director Name:
Anna Kay Ellison
Name of Program: Sunshine Kids Support Program
Focus Area: Quality Remediation and Enrichment Programs
Description of the Program:
The Sunshine Kids Support Fund has been created to offset the cost of therapy services for those
families with limited or no ability to pay but whose children's development would benefit significantly
from therapy services. The younger these children can begin therapy, the greater their chances of
meeting the milestones ahead of them allowing them to enjoy a higher quality of life and expanded
opportunities to participate in the community. In many disciplines, early intervention has proven to be
effective in the development and integration of skills necessary to reach those milestones. The
physical, speech, and occupational therapies provided by Sunshine Physical Therapy Clinic are among
them.
Insurance reimbursement rates are low, particularly in the State of Florida. Many for-profit facilities
will not accept plans like Medicaid Managed Care for this very reason. The plan itself places
limitations on therapy services and reimburses at inconsistent rates. Meanwhile, in July 2022,
Medicaid reduced its reimbursement rate for therapists to $63.02 per visit, which leaves Sunshine
Physical Therapy Clinic with $52.50 in unpaid cost for service. Though private insurance plans may
cover the breadth of services, the cost of most private insurance plans, their deductibles and co -
pays, make them unrealistic for families already facing financial challenges.
However, the mission of Sunshine Physical Therapy Clinic is to provide the funds to fill the gap between
insurance reimbursement and the actual cost of care. Through the generosity of this community and
with support from agencies like CSAC, we are able to provide free or partial free services to those
families unable to pay for the cost of care but whose children greatly need our services.
1.9
