Titkanich, Jr., County Administrator <br />David Johnson, Director of Emergency Services <br />Ryan Lloyd, Emergency Management Coordinator <br />FROM: Rachel Ivey, Emergency Management Planner II <br />Department of Emergency Services <br />DATE: October 11, 2023 <br />SUBJECT: Approval of Updated Statewide Mutual Aid Agreement between Indian River <br />County and the Florida Division of Emergency Management <br />It is respectfully requested that the information contained herein be given formal consideration by <br />the Board of County Commissioners at the next scheduled meeting. <br />BACKGROUND: <br />On April 24, 2001, the Board of County Commissioners approved Indian River County's <br />participation in the Statewide Mutual Aid Agreement (SMAA). The agreement was then updated <br />in 2018. The Florida Division of Emergency Management is requesting that all counties update <br />their agreements to the 2023 version. <br />To summarize the agreement, Florida is vulnerable to a wide range of disasters that are likely to <br />cause a disruption of essential services and the destruction of the infrastructure needed to deliver <br />those services. Such disasters may exceed the capability of any one county to respond but other <br />local governments may be able to provide assistance. This Statewide Mutual Aid Agreement <br />provides the assistance for reciprocal emergency aid and assistance in case the disaster exceeds <br />our ability to respond. <br />The 2023 Update to the agreement includes the following provisions: <br />1. Revises language for adoption by signatories on the signature pages. Provides <br />clarification and direction on any documentation requirements, procedures and disputes <br />regarding reimbursement between the requestor and providing entity. <br />2. Removes the references to the Form B Attachment to the Resource Support Agreements <br />found on the Division Approved Documents SharePoint site. <br />3. Add references to the Division's F -ROC documentation and specifies requirements for <br />signatories to use the Division's processes (i.e., F -ROC Forms, Digital reimbursement via <br />DEMES, etc.) for state requested missions. <br />FUNDING: <br />There is no funding related to this agreement. <br />38 <br />
