Work Order 14 Amendment 1— North County 24 -Inch <br />Force Main Replacement <br />Background: <br />Indian River County Department of Utility Services (IRCDUS) manages lift station 203, which is located at <br />the decommissioned North Wastewater Treatment Facility (NWWTF). Lift Station 203 receives sewage <br />from a 24 -inch ductile iron force main that runs west to the facility from Old Dixie Highway. The 24 -inch <br />force main is a high-value asset, carrying sewage from Indian River County's north wastewater service <br />area directly to lift station 203, then pumped to the IRCDUS Central Wastewater Treatment Facility <br />(CWWTF). <br />During a recent repair of the 24 -inch force main, it was discovered that the pipeline is significantly <br />corroded and determined that the likelihood of failure is very high. In addition, the consequences of failure <br />include significant damage to private property thus exposing IRCDUS to significant financial risk. It was <br />determined that the optimum solution to mitigate the high risk of failure of the 24 -inch force main, is to <br />undertake a capital project to do a complete replacement on a fast-track basis. <br />On February 21, 2023, the Board of County Commissioners (BCC) approved Work Order (WO) 14 to <br />Bowman Consulting Group, LTD. (Bowman) in the amount of $88,230.00 to provide design, bid support, <br />and construction management services during construction (SDC) for replacement of the 24 -inch force <br />main. WO 14 was executed under Bowman's CCNA 2018 contract, renewed and extended in 2021. <br />Discussion: <br />As noted above, the project to replace the 24 -inch force main is being done on a fast-track basis (i.e., <br />expedited schedule) due to the high financial risk of failure. During a design constructability review, it <br />was determined that changing the new force main alignment, by moving it approximately 50 -feet south <br />of the existing location, would avoid conflicts with Red Stick Golf Course and allow construction to <br />commence sooner (i.e., reduce timeline to complete). This, in turn, requires an easement dedication to <br />Indian River County, which will require an additional scope of services by Bowman. <br />Page 1 of 2 <br />51 <br />
