Titkanich, Jr., County Administrator <br />FROM: Kathy Copeland, Legislative Affairs and Communications Manager <br />DATE: October 3, 2023 <br />SUBJECT: Four County Joint Resolution <br />Background & Discussion <br />The Indian River County Board of County Commissioners, the St. Lucie County Board of County <br />Commissioners, the Martin County Board of County Commissioners, and the Okeechobee County Board of <br />County Commissioners have agreed to meet to discuss and plan matters of mutual interest. The meeting will be <br />held on Friday, October 27, 2023 at 10:00 am, Indian River State College Pruitt Campus, 500 NW California <br />Blvd., Port St. Lucie, FL, 34966, (STEM Center Auditorium). <br />In accordance with section 125.001, Florida Statutes, the Board is permitted to participate in a joint meeting with <br />the governing bodies of one or more adjacent counties or municipalities to discuss matters regarding land <br />development, economic development, or any other matters of mutual interest. To do so, all three referenced boards <br />are required to: (1) adopt a resolution authorizing the participation in the joint meeting; (2) publicly notice the <br />meeting within its jurisdiction; (3) and hold the meeting in an appropriate public place. Pursuant to section <br />125.001(2)(b), Florida Statutes, no official vote can be taken at the meeting. <br />Staff Recommendation <br />Staff recommends that the Indian River County Board of County Commissioners adopt the resolution to hold a <br />joint meeting with the Board of County Commissioners for St. Lucie County, the Board of County Commissioners <br />for Martin County, and the Board of County Commissioners for Okeechobee County to discuss joint legislative <br />priorities in anticipation of the State of Florida's 2024 legislative session. <br />Attachment: <br />Proposed resolution authorizing participation in the Four County Commission meeting on October 27, 2023. <br />81 <br />
