The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Lonnie Powell wanted to know who will pay the fees to supply <br />water and sewer in this area. He believed it will be a big expense <br />to the homeowners. He related an incident that occurred when he <br />was on the City of Sebastian Council where a lady called him about <br />her attempt to get a permit to build a house and asked for his <br />help. He called the Governor's office and the next day she had a <br />permit. He emphasized that if lots continue to be removed from the <br />tax rolls, someone will have to pay. <br />Carroll Palmer expressed a desire to be sworn in, and Deputy <br />County Attorney Collins complied. <br />Carroll Palmer stated that he has lived at 17 Dolphin Drive <br />for 20 years. The Indian River County Taxpayers Association has <br />decided to oppose the proposed purchase as they feel it is not in <br />the best interest of the taxpayers. They have studied the public <br />records and found there is a significant difference between the <br />City files which reflect serious problems with land ownership and <br />property owners trying to address the problems created by Fish & <br />Wildlife. There is no such content in the county records. Greg <br />Johnson, supervisor of the South Florida Office of Fish & Wildlife, <br />has stated there are no rules applicable to determining wildlife, <br />each situation is unique. <br />Mr. Palmer asked for the Sebastian records and was told they <br />are not publicly available; that he would have to go through the <br />Freedom of Information Act. He felt that if the Board approves <br />this purchase, they would be dealing to the taxpayers from the <br />bottom of the deck. <br />Attorney Kathleen Inman appeared on behalf of the Taxpayers <br />Association of Indian River County, Inc. and declared it was their <br />position that this entire hearing was illegal. She introduced Mr. <br />Jim Granse and asked him several questions. <br />Chairman Adams reminded Ms. Inman that if Mr. Granse has a <br />statement, it should be made to the Commission. <br />Jim Granse stated that he congratulated one of the <br />Commissioners on how she voted after a Commission meeting earlier <br />this year and told her he was pleased. He then said: "but Carolyn, <br />I will never understand how you voted for the lots up in <br />Sebastian", and Commissioner Eggert made the remark that she was <br />sorry, but: "maybe we know more than you do".
