screen, keyboards, mouse, seven DINET phone and radio <br />instant recall units, four Dictaphone recall units, <br />(using existing equipment, one console will not have a <br />recall unit) TDD equipment, SATCOM equipment, video <br />security monitors, fire alarms, general building alarms, <br />intercom, FCIC/NCIC terminal equipment and printers, <br />records management system, five EDACS console back-up <br />radios, and administrative phone liner,.. <br />The existing consoles which will be removed are planned to be <br />utilized in the Emergency Operations Center (EOC) and in the area <br />of the E911 Center where the EOC backup radio equipment is located. <br />These would replace old wooden consoles now in use. This equipment <br />would be utilized if county EOC personnel had to abandon the County <br />Administration Building EOC due to storm damage, crisis situation, <br />etc., and relocate to the Sheriff's Department complex to provide <br />the Board of County Commissioners with a means for continuity of <br />statutory governmental functions and operations. <br />Authorization To Contract With Communications International To <br />Provide Labor and Materials For Work Noted Above. <br />Staff is seeking Board approval to contract with Communications <br />International to provide the labor and materials to complete the <br />scope of work noted earlier in this agenda item on a sole source <br />basis. The basis for this request is predicated on the following <br />points: <br />1. Communications International was the original vendor who <br />installed and maintained the radio system and various <br />components associated with the consoles in the <br />communications center. They, have also maintained the <br />existing microwave system as well as all the equipment at <br />the Hobart Tower and other towers in the County. <br />2. They have the in-depth knowledge of the cable/wiring <br />systems at the E911 Center which will save time and money <br />versus another vendor having to come into the center and <br />figure out the system before work can begin. <br />3. Communications International is the vendor who will be <br />installing the Ericsson C-3 Maestro workstations in the <br />E911 Center. Staff submits using the same vendor for the <br />other electronic and other renovations will preclude <br />finger pointing when problems occur during and after <br />completion of the work. <br />4. It is staff's intent to preclude the possible problem of <br />another vendor, who doesn't have the background. and <br />knowledge of equipment at the existing communications <br />center, from bidding a low price and later determining <br />that they cannot complete the work at the price they bid <br />for the job. This would be a substantial problem given <br />the timeline for project completion. <br />5. This vendor has done several communications center <br />systems throughout Florida as well as in other parts of <br />the country. No other vendor within a four -county area <br />of this county has the level of experience as this <br />company. Further, having a local company can only <br />benefit the county since response time will be quick and <br />accountability can be assured. <br />6. Several aspects of the total communications system will <br />be ongoing at the same time (tower equipment and fiber <br />optic electronics installation; if approved, the E911 <br />Center renovation; installation of nine C-3 Maestro <br />workstation at three different sites; installation of <br />mobile radios into units; testing and timing of simulcast <br />equipment; installation of hot backup communications <br />equipment at Hobart Tower, and training of personnel on <br />system manager and use of various parts of the radio <br />equipment. This vendor has had considerable experience <br />in administrating these types of major projects and <br />having a number of vendors doing parts of the system <br />would only complicate the process; and the schedule for <br />migrating from the old system to the new system must be <br />timely and transparent to the user so that public safety <br />service is not interrupted in any way. <br />Ericsson will bring additional personnel into the County from other <br />areas to complete their responsibilities related to the contract, <br />and Communications International will be the single point of <br />contact for coordinating this substantial project. <br />JULY 169 199625 BOOK 98 Farr,555 <br />
