BOOK 98 PAGE 560 <br />Chairman Adams noted the School Board has 1200 employees and <br />the County has 1100 employees, but the School Board is paying less <br />for coverage. She felt the County should be able to get at least <br />as good a deal as the School Board. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Tippin, that the Board award the bid <br />for the group health insurance to Blue Cross Blue <br />Shield of Florida, Plan A as the Third Party <br />Administrator and John Alden Life Insurance Company <br />as the Excess Stop -Loss Carrier; pursuant to staff's <br />recommendations. <br />Commissioner Eggert questioned whether this coverage would go <br />into effect on October 1st, and Director Baker responded that <br />October 1st would be the effective date. <br />Commissioner Eggert then expressed her concerns about what <br />coverage the County is being given. She had a number of problems <br />with Blue Cross/Blue Shield over the last several years and she did <br />not feel ready to vote on the issue. She wanted to know if any <br />adjustments needed to be made to the coverage as the last insurance <br />contract left a lot of the employees upset. There were certain <br />coverages which were very important to the County employees which <br />are not necessarily more expensive. Commissioner Eggert felt she <br />would like to look into this a little longer to make certain that <br />the coverage is employee friendly. <br />Chairman Adams asked whether the current coverage runs until <br />September 30 and whether any extensions are available. <br />Director Baker responded that the cost would go up <br />appreciably. <br />County Administrator Chandler explained that this bid amounts <br />to a $290,000 increase and the budget would have to be adjusted <br />because the proposed budget incorporates this particular proposal. <br />He stated that the changes would need to be identified before the <br />millage rate is submitted. <br />Chairman Adams emphasized that the worst case would be that <br />the County would go ahead and sign with Blue Cross/Blue Shield and <br />the best case would be that the cost would be negotiated down. She <br />did not feel it would take that long to get some answers to some of <br />the questions. <br />Commissioner Macht had no objection to Blue Cross/Blue Shield <br />and stated that his problem had been with the contact people. He <br />had a Blue Cross/Blue Shield program which failed him because he <br />was shunted from person to person and there was a lack of knowledge <br />JULY 169 1996 30 <br />
