I <br />ALTERNATIVES AND ANALYSIS <br />Alternative No. 1 - Direct staff to take steps to begin construction plans for the <br />improvement of the Bay Street Rogala Pond area and secure any easements for right-of-way <br />additionally necessary to improve the drainage in this area. For 79th Street,direct staff to <br />develop construction plans and direct staff to take steps to gain necessary permits and secure <br />any additional easements for the necessary reconstruction and improvements of the ditch <br />and culverts along the 79th Street drainage. Once plans are complete, a detailed cost <br />estimate will be prepared. Funding may be possible from the St. John's River Water <br />Management District cost -share program. Funds for drainage improvements have also been <br />budgeted in the one cent Local Option Sales Tax Program for FY 98/99. <br />Alternative No. 2 - Since Alternative No. 1 presents the results of the studies made by <br />Public Works Department no Alternative No. 2 is presented. <br />RECOMMENDATION & FUNDING <br />Approve Alternative No. 1. <br />C. M. Kerrie stated that he had lived in the area for 30 years <br />and drainage has improved somewhat to the north. The ditch is not <br />aligned with the roadway and the right-of-way has not been utilized <br />in this project. He said that he was again requesting that the <br />ditch be relocated to the right-of-way and removed from his <br />property. He had addressed this issue with the Public Works <br />Department in 1992 and again in 1995. He requested that if we are <br />going to go through the permitting process, the ditch be included. <br />He offered his help to get the ditch relocated and could see no <br />reason it should be on the easement when there is a right-of-way. <br />He wanted the Board to realize this is a problem and to bring it to <br />a conclusion. <br />Public Works Director Jim Davis said that staff will do their <br />best to move the ditch where Mr. Kerrie wants it but it may be <br />necessary to consume more right-of-way. <br />Chairman Adams commented that staff has put in a lot of time <br />on this project in the last 3 years and everyone is aware of the <br />problems and wants to resolve them. <br />Fred Mensing had a couple of concerns. He believed that no <br />matter what is engineered, it will fail. During Tropical Storm <br />Gordon the area flooded out several businesses and 8 families. He <br />felt that 130th Street and Rogala Pond need to be 2 separate <br />projects. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />Alternative No. 1 pursuant to staff's <br />recommendations. <br />JULY 16, 1996 35 BOOK 98 unF565 <br />
