measures and estimate the conservation value of proposed mitigation measures developed <br />during the project. <br />3. Analysis of Minimization and Mitigation Alternatives <br />This section shall involve the development of minimization measures to reduce <br />the potential for "take" associated with the proposed activity or activities, as well as the <br />development of mitigation measures to offset "take" which may still occur despite <br />minimization efforts. Additionally, the CONSULTANT shall lay out reasonable alternatives <br />to the proposed activity/activities and compare the potential impacts of each with the <br />proposed activity/activities. <br />1) Minimization Examples may include but are not limited to: Using other <br />beach management techniques, such as beach nourishment, in place of, <br />or in conjunction with, armoring to ensure suitable nesting habitat will <br />remain; limiting the timing of construction to avoid the main portion of <br />the nesting season and surveying for and marking and avoiding all nests <br />laid outside the main portion of the nesting season; limiting the types of <br />armoring structures that might be used to minimize encroachment onto <br />the nesting beach; siting armoring structures as far landward as possible; <br />and removing armoring if it is determined to not be effective or to be <br />causing a significant adverse impact to the beach and dune system. <br />2) Mitigation Examples may include but are not limited to: Purchasing fee - <br />title or development rights to undeveloped beachfront properties; <br />restoringthe coastal dunes and vegetation; renourishing eroded beaches <br />with beach -quality sand outside of sea turtle nesting season; conducting <br />an appropriate nest monitoring program of all the County shoreline (22.4 <br />miles); enforcing a beach lighting ordinance; and educating local <br />residents and beach visitors about sea turtles and threats to theirsurvival. <br />4. Develop the Habitat Conservation Pian. <br />A report will be generated that will outline recommendations) to the proposed <br />minimization and mitigation activities to federally listed species and their habitat. (This shall <br />not be limited to only sea turtle species, but shall also include a brief overview of any other <br />protected species which may be affected. A considerable amount of time, meetings and <br />coordination is expected to take place through the negotiations and Section 10 application <br />procedure. The CONSULTANT shall be expected to assist the COUNTY throughout the entire <br />process. All guidelines outlined by the USFWS shall be strictly followed in preparation of the <br />HCP and Section 10 Permit application. The following information shall be provided in the <br />HCP in a format acceptable to the United State Fish and Wildlife Service. <br />4 <br />
