HOTCHKISS, P.E. _P9 <br />AND STAFFED ENVIRONMENTAL ENGINEER <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: VERO BEACH HIGHLANDS LIFT STATION #1 REFURBISHMENT <br />AWARD BID #6069 AND AUTHORIZATION TO PURCHASE <br />EQUIPMENT <br />INDIAN RIVER COUNTY PROJECT NO. US -96 -01 -CS <br />BACKGROUND <br />The Fero Beach Highlands Lift Station #1 was designed and built by <br />General Development Corporation in 1958. The design consisted of <br />a wet well to collect the influent coupled with a dry well to <br />house the pumps and valves; all enclosed within a concrete block <br />building. Even -though the building is vented, strong odors and <br />gases accumulate inside the building causing unfavorable working <br />conditions for maintenance crews. This scenario has led the <br />Occupational Safety and Health Administration (OSHA) to ban that <br />particular lift station design from being constructed, as well as <br />require all existing enclosed lift stations to be replaced with an <br />open -design system. This project will refurbish the Vero Beach <br />Highlands Lift Station #1 to an acceptable standard. <br />In order to lower the cost for the project by eliminating sales <br />tax on major equipment, the County is providing the pumps and <br />control panel. The bid was advertised on June 7, 14 and 21, 1996. <br />The advertisement was mailed to fifteen (15) vendors. Five (5) <br />vendors responded. The bid opening date was July 5, 1996. <br />ANALYSIS <br />Included as an attachment is the bid tab of the submitted bids. <br />Florida Design out of Lake Park,, was the low bidder at <br />$69,090.00. However, they withdrew their bid due to gross errors <br />in estimates related with Trench Safety (see attached letter). TLC <br />Diversified Contracting out of West Palm -Beach was the next lowest <br />bidder at $78,278.00. Attached is a list of similar type projects <br />they have successfully completed.
