poen 98 Fn -1.594 <br />ANALYSIS: <br />The applicant's request has been reviewed by planning, engineering, <br />and traffic engineering staff. While the developer agreed to <br />construct the left turn lane with phase I of the project, the left <br />turn lane is not technically required by the LDRs until the end of <br />phase II. At the end of phase II, enough units will be completed <br />to generate the traffic demand for 30 peak hour left turn movements <br />from SR A -1-A into the project's A -1-A entrance. When the project <br />generates the demand for 30 peak hour left turn movements, the left <br />turn lane will be needed. Therefore, a left turn lane is <br />technically required prior to the issuance of a certificate of <br />completion for phase II. Staff has no objections to the existing <br />PD approval condition being modified to require construction of the <br />left turn lane prior to a certificate of completion for phase II, <br />rather than phase I. <br />RECOMMENDATION: <br />Based on the above analysis., staff recommends that the Board of <br />County Commissioners approve the modification of the conceptual PD <br />plan condition to require that the SR A -1-A left turn lane be <br />constructed prior to the issuance of a certificate of completion <br />for phase II. <br />Chairman Adams opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, she closed <br />the.public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously approved <br />the modification of the conceptual PD plan with the <br />condition that the AIA left turn lane be constructed <br />prior to the issuance of a certificate of completion <br />for Phase II, as recommended by staff. <br />18 <br />JULY 239 1996 <br />
