BOOK 98 PnE 606 <br />During Phase I, the 5' buffer on the Marbrisa property is to <br />be installed, based upon the private agreement. The remaining <br />north 20' buffer on the subject site is to be planted during <br />the appropriate development phases that abut the south <br />perimeter, based upon a recommended condition of PD plan <br />approval. <br />For those reasons, staff feels that the requested RS -6 zoning would <br />be compatible with the surrounding area. <br />Potential Impact on Environmental Oualitx <br />With the exception of some oak trees in the northwest corner of the <br />site, the property has been cleared, and contains no <br />environmentally important land, such as wetlands or uplands. Tree <br />removal permits would be required to remove any of the oak trees. <br />Therefore, development of the site will have little or no impact on <br />environmental quality. For this reason, no adverse environmental <br />impacts associated with this request are anticipated. <br />CONCLUSION <br />The requested zoning is compatible with the surrounding area, <br />consistent with the comprehensive plan, meets all concurrency <br />criteria, and will have no negative impacts on environmental <br />quality. The subject property is located in an area deemed suited <br />for low-density residential uses and meets all applicable rezoning <br />criteria. For these reasons, staff supports the request. <br />Based on the analysis, staff and the Planning and Zoning Commission <br />recommend that the Board of County Commissioners approve this <br />request to rezone the subiect nronerty from A-1 to RS -6. <br />30 <br />JULY 239 1996 <br />M s M <br />
