rl � 98 P�,a.652 <br />Two factors, however, indicate that urban type zoning districts <br />would be appropriate for agriculturally zoned land in this portion <br />of the county. The first factor is the underlying designation on <br />the future land use map. This area is within the urban service <br />area and is deemed appropriate for residential development with <br />densities of up to 8 units/acre, among the highest densities <br />allowed by the plan. <br />Equally important is the development pattern in that portion of the <br />county. That portion of the county is located near four large <br />mobile home parks and three of the county's largest and fastest <br />developing commercial/ industrial nodes. Additionally, that area <br />has convenient access to the county's transportation system. These <br />factors indicate a trend toward continued urbanization in that <br />portion of the county. <br />For these reasons, staff feels that the requested RS -3 zoning would <br />be compatible with development in the surrounding area. <br />Potential Impact on Environmental Quality <br />The site has been cleared, and contains no environmentally <br />important land, such as wetlands or uplands. Therefore, <br />development of the site is anticipated to have little or no impact <br />on environmental quality. For this-- reason, no adverse <br />environmental impacts associated with this request are anticipated. <br />CONCLUSION <br />The requested zoning is compatible with the surrounding area, <br />consistent with the comprehensive plan, meets all concurrency <br />criteria, and will have no negative impacts on environmental <br />quality. The subject property is located in an area deemed suited <br />for low density residential uses and meets all applicable rezoning <br />criteria. For these reasons, staff supports the request to rezone <br />the subject property from A-1 to RS -3. <br />RLCOMMMMATION <br />Based on the analysis, staff and the Planning and Zoning Commission <br />recommend that the Board of County Commissioners approve this <br />request to rezone the subject property from A-1 to RS -3. <br />Chairman Adams opened the public hearing and asked if anyone <br />wished to be heard in this matter. There being none, she closed <br />the public hearing. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Tippin, the Board unanimously adopted <br />Ordinance 96-17, rezoning from A-1 to RS -3 property <br />located on the north side of 8th street, between <br />82nd Avenue and 90th Avenue. <br />75 <br />JULY 239 1996 <br />
