RESOLUTION 2024- 002 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS O F INDIAN <br />RIVER COUNTY, FLORIDA APPROVING THE ALLOCATION OF <br />OPIOID CLASS ACTION LAWSUIT SETTLEMENT FUNDS <br />WHEREAS, on June 15, 2021, the Indian River County Board of County Commissioners <br />(Board) approved a Memorandum of Understanding ("MOU") with the State of Florida Attorney <br />General's Office that serves as the allocation agreement between the State of Florida and the local <br />governments on the settlement of various opioid class action cases; and <br />WHEREAS, the County will receive approximately $1.2 million for FY 2023-24 in settlement <br />proceeds from the larger Defendants in the lawsuit that will be paid out over 17 years; and <br />WHEREAS, under the terms of the settlement, these funds are to be used only for opioid <br />related abatement of opioid use disorder (OUD) and mental health issues related to OUD as listed <br />in Schedules A and B in the MOU; and <br />WHEREAS, the Board created the Public Safety Council for Criminal Justice, Mental <br />Health and Substance Abuse ("Council") to make recommendation as to the allocation of the <br />settlement funds from the larger defendants. The Council met several times this year and at <br />their November 17, 2023 meeting heard presentations from groups requesting funds; and <br />WHEREAS, at its meeting of December 12, 2023, and again on January 9, 2024, the <br />Board reviewed the recommendation of the Council and heard input on the matter from the <br />applicants and the public. <br />NOW, THEREFORE BE IT RESOLVED by the Indian River County Board of County <br />Commissioners that: <br />1. The Indian River County Board of County Commissioners allocates funding from opioid class <br />action settlement proceeds as follows: <br />Organization <br />Award <br />Purpose <br />Amount <br />Indian River County Sheriff <br />$350,000 <br />for improvements to the treatment win <br />Substance Awareness Center <br />$200,000 <br />consisting of $150,000 for jail treatment <br />program and $50,000 for a needs <br />assessment stud <br />IRC Mental Health <br />$40,000 <br />for education, training and public <br />Collaborative <br />awareness <br />19th Judicial Circuit Drug Court <br />$305,000 <br />for in and out patient treatment <br />Treasure Coast Homeless <br />$282,000 <br />for housing out-patient and jail release <br />Council <br />housing <br />Total <br />$1,177,000 <br />2. The Clerk is directed to send a copy of this Resolution to the Southeast Florida <br />Behavioral Health Network. <br />
