This by-product is a
brine solution which is high in chlorides or salt and is permitted by FDEP as an industrial waste.
The County's water treatment facilities discharge the concentrate to the Indian River, an
Outstanding Florida waterbody. Discharges are monitored and analyzed routinely according to
permit requirements. Indian River County has applied for and is in the process of renewal of its
operating permit at the South County plant and has been operating the North County facility for
over a year.
The Environmental Protection Agency has been reviewing discharges such as these and are
currently formulating legislation regarding this issue. FDEP and water management districts are
currently struggling with the issue throughout the state.
This authorization would assist the County with engineering and permitting services for
concentrate disposal issues at the North County Water Treatment Plant.
I .
