40 <br />11 <br />ATTACHMENT B <br />SCOPE OF WORK <br />Task 800 - ENGINEERING AND PERMITTING SERVICES FOR CONCENTRATE <br />DISPOSAL ISSUES — NORTH COUNTY WATER TREATMENT PLANT <br />The Florida Department of Environmental Protection (FDEP) regulates water treatment plants <br />including concentrate byproduct discharge from reverse osmosis facilities. This by-product is a <br />brine solution which is high in chlorides or salt and is permitted by FDEP as an industrial waste. <br />The County's water treatment facilities discharge the concentrate to the Indian River, an <br />Outstanding Florida waterbody. Discharges are monitored and analyzed routinely according to <br />permit requirements. Indian River County has applied for and is in the process of renewal of its <br />operating permit at the South County plant and has been operating the North County facility for <br />over a year. <br />The Environmental Protection Agency has been reviewing discharges such as these and are <br />currently formulating legislation regarding this issue. FDEP and water management districts are <br />currently struggling with the issue throughout the state. <br />This authorization would assist the County with engineering and permitting services for <br />concentrate disposal issues at the North County Water Treatment Plant. <br />I . Provide overview of existing treatment system and explain issues. <br />2. Review existing water quality sampling data and techniques. <br />3. Review and recommend alternative disposal methods such as deep well injection, reclaimed <br />water dilution, percolation ponds, etc. <br />4. Review existing treatment process and methods and recommend additional concentrate <br />treatment systems, if applicable. <br />5. Attend County brine disposal team monthly meetings for the next six (6) months. <br />
