Titkanich, Jr., County Administrator <br />THROUGH: David Johnson, Director of Emergency Services <br />FROM: David Kiernan, Assistant Fire Chief <br />Department of Emergency Services <br />DATE: November 21, 2023 <br />SUBJECT: Waiver of Requirement for Bids for Annual Physical Exams <br />It is respectfully requested that the information contained herein be given formal consideration by <br />the District Board of Commissioners at the next scheduled meeting. <br />BACKGROUND: <br />Public Safety Physical exams are required to be provided to first responders annually. This year, <br />The Fire Rescue Division has piggybacked on the Tampa Bay PD agreement with Life Extension <br />Clinics, Inc., DBA Life Scan Wellness Centers. The Division has received a quote for the <br />physicals, at a much lower rate than the Tampa Bay PD agreement pricing. <br />DISCUSSION: <br />The base price quoted for the physicals, which includes: laboratory tests, ultrasound screenings for <br />early detection of heart disease and cancer, cardiopulmonary testing, and fitness evaluation is <br />$476.00 per first responder. For comparison, the base price on the Tampa Bay PD contract is <br />$645.00 per first responder. <br />Additional tests may be required, as needed, per individual first responder, at the following costs, <br />per the quote, which could potentially bring some costs to $831.00 per first responder: <br />Public Safety Annual Physical <br />$ 476.00 <br />OSHA Respirator Mask Fit Testing <br />$ 57.00 <br />Drug Screen <br />$ 45.00 <br />Phlebotomist(Blood Draw Fee <br />$ 26.00 <br />HazMat Team Heavy Metals Blood Draw <br />26personnel) <br />$ 85.00 <br />Medical Review Officer Review <br />$ 142.00 <br />Total(Maximum) <br />$ 831.00 <br />Utilizing the pricing in the Tampa Bay PD agreement would not require Board authorization, <br />however, acceptance of the much lower, non -contract pricing provided on the quote does require <br />Board approval. Staff has not been able to find a related cooperative or piggybank agreement with <br />better pricing than the Tampa Bay PD Agreement, and would like to request the Board waive the <br />requirement for bids. <br />Total costs, department wide, are estimated to be $200,495.00 for the fiscal year. <br />117 <br />
