INDIAN RIVER COUNTY, FLORIDA � <br />BOARD MEMORANDUM <br />TO: Board of County Commissioners <br />THROUGH: John A. Titkanich, Jr., County Administrator <br />FROM: Eric Charest, Interim Natural Resources Director <br />SUBJECT: Florida Division of Emergency Management Hazard Mitigation Agreement <br />D1495 and Resolution for Dune Restoration within Beach Management <br />Sector 4 <br />DATE: November 29, 2023 <br />DESCRIPTION AND CONDITI <br />Indian River County applied for and was awarded a Florida Division of Emergency Management <br />(DEM) Hazard Mitigation Grant in the amount of $2,000,000 to assist the County with <br />engineering, permitting, inspection and construction related costs for the Hurricanes Ian and <br />Nicole Sector 4 Dune Restoration Project (Project). The Project has been designed to add <br />approximately 135,000 cubic yards of beach compatible sand to restore the dunes along a 2.9 <br />mile stretch of Atlantic coastline within Indian River County, from about % mile south of Turtle <br />Trail Beach Access to approximately % mile north of the Tracking Station Beach Park. The Sector <br />4 project area sustained damage from Hurricanes Ian and Nicole in late 2022 and is in need of a <br />large-scale dune restoration project to maintain protection to upland properties and <br />infrastructure <br />Permit applications for the Sector 4 project are currently being reviewed by the Florida <br />Department of Environmental Protection (FDEP) and the US Army Corps of Engineers prior to <br />their issuance. In addition, County staff along with community representatives, remain active in <br />securing the remaining easements necessary to allow for construction to take place. Although a <br />tentative construction date has not yet been set for the Hurricanes Ian and Nicole Sector 4 Dune <br />Restoration project, it is estimated that this project will cost approximately $6,000,000 to <br />construct. <br />Per Hazard Mitigation Agreement D1495, the $2,000,000 in grant funds are provided to the <br />County in advance and held in an interest bearing account for use on project related expenses. <br />Interest earned on the funds are to be provided to the DEM on a quarterly basis in accordance <br />with grant requirements. In addition, the County has been awarded additional Local Government <br />Funding Request funds for a Sector 4 project from the FDEP in the amount of $2,376,000. As the <br />local match funding has been waived, County funding is not required to accept the grant funds. <br />With a total project cost estimated at $6,000,000, the grants will cover $4,376,000, while the <br />County will be responsible for the remaining $1,624,000. <br />122 <br />
