Included are <br />2.182 lots and 7 tracts and non -platted parcels. There are 2,003 <br />Parcel IDs. Typical lot sizes are .25 acre, plus or minus. Lots <br />of this size are defined as substandard or "undersized," according <br />to Indian River County's Comprehensive Plan and the County Public <br />Health Unit, Division of Environmental Health, which require that <br />new lots utilizing well and septic systems be a minimum of one-half <br />acre. Lots not meeting these minimum standards are called <br />"undersized lots." <br />The attached map displays the area to benefit from the assessment <br />project. This project is to be paid through the assessment of <br />property owners along the proposed water line route. In the <br />interim, financing will be through the use of impact fee funds. <br />Engineering design services have been completed by Masteller and <br />Moler, Inc.. We are now ready to begin the assessment process <br />associated with this project. The total estimated project cost and <br />amount to be assessed is $3,331,139.94. The total estimated cost <br />per square foot is $0.139949. <br />While the purpose of this project is to make water service <br />available to all properties within the project area, within this <br />area there remain 1,150± platted, undeveloped lots lacking adequate <br />access. Service for these properties may need to be provided in <br />the future when streets are improved to allow access. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached Resolutions I <br />and II and set the public hearing date. <br />In announcing this item, Chairman Adams advised that page 79 <br />(first page of proposed resolution) had a replacement page. <br />(CLERK'S NOTE: Added to paragraph 1 the following <br />language: "Assessments are to be levied against all <br />lots and lands adjoining and contiguous or bounding and <br />abutting upon the improvements or specially benefitted <br />thereby and further designated by the assessment plat <br />with respect to the special assessments.") <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bird, the Board unanimously adopted <br />Resolutions No. <br />providing for and <br />August 27, 1996, <br />Expansion Project, <br />memorandum. <br />August 6, 1996 <br />96-82, as amended, and 96-83 <br />setting the public hearing on <br />for the Sebastian Area Water <br />Phase I, as recommended in the <br />
