OFSERVICES AND SCF{I?Dl1LF. <br />INDIAN RIVER COUNTY SOLID WASTE DISPOSAL_ DISTRICT <br />ENGINEERIN(i AND CONSTRUCTION SERVICES FOR <br />A NEW SCALEHOUSE: AND ENTRANCE ROAD IMPROVEMENTS <br />PROJECT' SCOPE OF SERVICES <br />'I he Indian River County (IRC) Solid Waste Disposal District Landfill has an existing National <br />Pollution Discharge Elimination System (NPDES) permit which was issued by USE.PA. The Florida <br />Department of Environmental Protection has been granted primacy by the USEPA and the NPDES <br />permit renewal falls under FDEP's jurisdiction. The Permit renewal will include information about <br />the surface water management system improvements that were made since the issuance of the last <br />permit in 1995. 'The Permit renewal package will include analysis of the discharge monitoring report <br />data, a narrative description of pollution minimization techniques utilized by the SWDD, site plan <br />features, groundwater contours, and an updated rite water balance. <br />'I he permit application will he prepared to minimize the necessity of a FDEP issued request for <br />additional information. Not all eventualities can be anticipated when making a NPDES application, <br />and CUM is prepared to answer a request if it is made. CDM believes the NPDES permit renewal <br />will be favorably received by FDEP because of the positive improvements the District has made <br />since the last permit was issued. <br />PR0 Jlit'I' SCHEDULF. <br />Permit application is to be submitted to FDF:P by the end of December 1999.
