You will comply with lite provisions of <br />Federal law which apply to funding for the pur. <br />chase, maintenance or enhancement of equipment <br />(hardware or software) that enables an agency to <br />receive, store, exchange, analyze or disseminate <br />criminal intelligence information. These require- <br />ments are sot forth in 28 C.F.R. part 23. if your <br />grant is subject to the 28 C.F.R. part 23 require- <br />ments, you will create a system operating mamial <br />to ensure that your agency operates and main- <br />tains such a system in conformance with the oper- <br />ating principles set forth in 28 C.F.R. fart 23. <br />' "Criminal Intelligence System" or "Intelligence <br />System" means the arrangements, equipment, <br />facilities, and procedure used for <br />thepglpt, storage, interagency exchange, dis- <br />semination and analysis of criminal intelligence <br />information. Any information system that <br />received, stores and disseminates information on <br />individuals or organizations based on their <br />involvement in criminal activity is a criminal <br />intelligence system.
