that trial courts have great difficulty in charging teens as the <br />appellate courts say they do not have the ability to pay any fines <br />or costs. <br />Commissioner Bird questioned where the funding for the program <br />is coming from prior to collection of the $3 fee, and Mr. Godwin <br />advised that there is no funding available now. St. Lucie County <br />is operating the program with volunteers. <br />Bill Roolage, Indian River County resident since 1971, stated <br />this is the first time he has seen public cooperation on the <br />problem and he urged the Board to support the program. He also <br />urged the Board to see what could be done to establish year-round <br />schools and an extended school day. He wanted to see more <br />cooperation between the schools, the courts, and county <br />commissions. He reminded the Board that in earlier years, during <br />the agricultural age, teens came home from school to do chores. <br />Today they are turned out in the early afternoon and are getting in <br />trouble, doing things they should not be doing. Few teens have <br />jobs. He believed the city councils, county commissions, school <br />boards and other organizations have a responsibility to cooperate <br />in financing these programs, as well as to establish later school <br />hours and a year-round school system.
